Flush statistics on database when statistics is disabled

I am using AdGuard Home v0.107.54 and when statistics are disabled the flushing process is still being executed each hour.

This is a problem in NAS systems with disk hibernation because disk are wake up each hour to save nothing.

I think that flushing stats process should be disabled when stats are disabled.
