Hourly updated Timlapse #1878

@BobW55 Do you run "IP Timelapse" on your Pi? Creating timelapse are CPU intensive so doing a large one every hour could be a problem on slow PIs. The next version of Allsky will support optional "mini-timelapses" which are similar to your # 2. They are created every X images, using the last Y images, and each new one overwrites the last one. For example, I have a mini-timelapse created every 5 images, using the last 15 images. I found that if I create them more often than every 5 images, one might still be running when the next one starts. I'd like to wait until people are using the mini-timelapse to see what features they like and don't like before making any other changes. |

I use a IP camera on my weather station. I use a program called "IP Timelapse" To record and upload images to my web page.
http://melvinweather.com/template/indexDesktop.php look at the left side of the page.
It does 3 things.
What I would like to see added is Item #2. An hourly updated load. As the day progresses this file/video gets larger and larger. It resets at midnight and starts again.
