move buttons from allskySettings.php to Top

Hello,
would be possible to move the buttons of the following panel:
https://github.com/thomasjacquin/allsky/blob/master/html/includes/allskySettings.php#L528
and keep them on top, even when we scroll the page?

I could request a PR with this change if this is allowed here...

@lucasic if you know how to do this, a PR would be great. My CSS / Javascript is not the best.

Me neither, Im a Java Web Developer, but I think would not be so difficult to do that. I'll do some tests locally and if I managed to improve it, I'll create a PR.

This will be implemented in a point release in a couple weeks.
Thanks for the suggestion - I never liked having to scroll to the bottom to press the button.
