I think you don't need a cli tool for now, as a quick win edit the README with

npx create-expo-app --template https://github.com/BalogunofAfrica/expo-templates/tree/main/managed-boilerplate

example

I double checked and only this one is working

yarn create expo-app HelloBaloguno --template https://github.com/BalogunofAfrica/expo-templates/tree/main/managed-boilerplate

probably because I just upgaded Xcode but you get the idea :)
