Meta: use this repo and this Discussions board for operations and meta

I propose using this GH Discussions board for our long form public discussion.

With @bumblefudge having permissions now, we can also setup this Discussions thread, which just has the default.

Some quick suggestions: General, Operations, Events -- and maybe Meetings, although I see things go back and forth between issues and discussions.

Also, I think github issues in this repo is a good thing to use for tasks that "someone" has to complete.
