It looks like it's checking if the part is blocked from the air stream before doing any of the solar alignment calculations, even though this shouldn't matter since it isn't in the atmosphere.
I think this is something used to prevent solar panels from working inside of fairings, but there needs to be a better way of handling this rather than just applying it everywhere that something is blocked.
I'll see about raising this on the bug tracker if it isn't already.
Tried additionally testing it with different modded/unmodded installs and it looks like the issue was actually caused by FAR. Probably voxelization problem with the deployed dish. It also caused it to flip out when touching atmo and attempt to destroy the universe when unfolded on the launchpad.

Judging by the aeroshielding message it almost looks like the deployment causes the dish to clip everything nearby inside its' model.
