CLI commands for auth

Context

We want to provide yargs commands for the auth portion of our API

Acceptance Criteria

  • juno-cli auth is a recognized command in the CLI script
  • Each available API Gateway endpoint under auth is a valid subcommand (see this post: multiple commands yargs/yargs#225 (comment))
  • Parameters are given as positional arguments per-subcommand

Testing

  • Manual testing for now, no automated yet
