Tech Report: truncate category tags

If you go to https://httparchive.org/reports/techreport/drilldown the default technology is "All technologies", and all of its corresponding categories are listed below.

Mobile:

The list takes up a lot of space. On mobile it's about 150% of the viewport. Most technologies will only belong to one or two categories, so this issue is unique to "All", but it would be good to truncate it.

For example:

I showed the first three category tags and then added a tag with "+98 more" to truncate the rest. If someone was really interested, clicking the tag could display the full list.
