Project cannot be transferred to an organization that is already a member of a project

Observed/problematic behavior

If you have created an organization and it has joined a project, then you attempt to transfer the project to it, an error pops up that this is unable to be done. There does not appear to be a different way to transfer ownership to a user who already is a member.

Expected behavior

Transferring ownership would work even if the user is already a member on the project.

Steps to reproduce

Create an organization
Create a project under a personal account
Invite the organization to the project
Accept the invitation
Attempt to transfer ownership to the organization, as the personal account
