Release 2.1.9

Plugin public_transport_layer is merged into pt_assistant. This release contains everything from pt_assistant in version v2.1.8 plus everything from public_transport_layer in version 34549.
Besides from this merge, nothing of relevance has changed from v2.1.8.

Since the previous release has resulted in some unexpected behaviour, we are trying to release the plugin again.
