Refactor the github action workflows into two set workflows:

CI: To execute the current ci test workflows from a singular action file, ideally refactor the tests into a jobs directory
CD: Carries out the supabase deployment

Vercel will continue to operate seperatly outside these two workflows

MatthewNobes added the maintenance label
