Publish new APIs to DT

We need to find a way to publish new APIs to DT and unpublish obsolete APIs.

https://github.com/Maxim-Mazurok/DefinitelyTyped-tools/blob/master/packages/definitions-parser/allowedPackageJsonDependencies.txt also needs to be checked and updated when adding/removing API.

For starters, I think we should just check that API lists from Google API Discovery service match with what is published to DT and listed in DT-tools. In case of any inconsistency - open issue in this repo with appropriate new label.

Partially solved by #484 which adds automation script. Still needs to be run manually. Then, open PR to DT-tools and then to DT.
