[Problem/Bug]: Resizing cursor lost if you resize the window fast enough

What happened?

Normally if the cursor is near the window border, it should show a resizing cursor, and it should keep showing a resizing cursor when dragging. But I found if will lost the resizing cursor if resizing a webview2 window fast enough. This does not happens on a normal win32 window.

Importance

Low. My app is not very affected, or this only affects development.
