Updating a load balancer causes a disruption in service

When the HAProxy service on the VPC receives an update it is restarted instead of reloaded and this results in a drop in connectivity.

Most of the time this goes unnoticed, but when streaming data from one IP and configuring the load balancer on a different IP I saw the connection to the first IP being dropped which is undesirable.
