NuGet PackagePath as Item metadata in .csproj

Is it expected that something like the below should be possible? We have a scenario where we're dynamically creating content to be included in contentFiles.

The files are packed but PackagePath appears to be ignored in this case.

    <TargetPath>contentFiles\resources\skins\</TargetPath>
  </Skins>
  <Skins Include="path\to\skinB.xaml">

    <TargetPath>contentFiles\resources\skins\subFolder</TargetPath>

</ItemGroup>
