We should have a setting to completely exclude files, directories, and patterns. Related to #231

These options from ruff:

    pub exclude: Option<Vec<FilePattern>>,
    pub extend_exclude: Vec<FilePattern>,
    pub extend_include: Vec<FilePattern>,
    pub force_exclude: Option<bool>,
    pub include: Option<Vec<FilePattern>>,
    pub respect_gitignore: Option<bool>,
