What is PyCon APAC Committee, Who can Join #7

I think we need a guideline or definition to make all the things clear.

for me, I think like these

PyCon APAC Committee should be a group of people from each countries leaders.
one member from each country
each member should represent each country's PyCon or all the Python User Group in that country
to join committee, that country should have PyCon or specific plan to hold
