change the 'project submitted' = 0 to 'project submitted ' = OPEN until theres 5 projects on there

This is looking BAD that no ones submitted, so we need to find a way to inspire submissions rather than no one be the first.

Can we change the number string to be just the word OPEN until it hits a threshold of project thats abit more tempting to submit, e.g 5
