Not at all, Electron's Chromium extension implementation is both a separate thing and not even finished at manifest V2. They probably won't even support V3 at all, unless they will still care about DevTools extensions and those will move to V3 (Electron devs don't seem to aim at full extension API support and the original API is stripped from Electron).

Also WebCord blocks tracking without any extensions (only using Electron API) so even if somehow manifest V3 would be in Electron, it probably wouldn't change anything (I mean Electron still patches Chromium, so we can access Chromium engine at lower-level in Node.js than Extensions does).
