The EMS Type Filter should appear for all roles (agency admin + global admin + officer) look and act like this - including any searches: https://mongodb.invisionapp.com/console/share/VJXLVXNPGW4/587694089 - note how it acts when using search AND when checking Other - there is a Description field in the app when someone marks Other which should be searched with this.
