Combination of Python 3.12 on Ubuntu arm64 fails

Description:
Matrix test in github action is failing with combo of Python 3.12 on Ubuntu-latest arm64 arch

Action version:
actions/setup-python@v5

Platform:

• Ubuntu
• macOS
• Windows

Runner type:

• Hosted
• Self-hosted

Tools version:
Python 3.12

Repro steps:

Expected behavior:
Python should install

Actual behavior:

Version 3.12 was not found in the local cache
  Version 3.12 is available for downloading
