using npm install to install the package locally, and then executing .bin/... seems a bit hacky. it would be better to use npx.

eg:

npx -yes --package=@adobe/helix-ops -- monitoringSetup '{ ....

ps: I tried to change this, but the way it is currently tested makes it quite hard ;-)
