line ground attack isnt being respected when end point isnt far enough away from starting point

Description

when the starting the attack ground command for multiple units in a line
the units will instead set an attack order on the unit above the attack ground order

Expected Behaviour

attack ground commands are the intended commands for units/buildings to follow

Actual Behaviour

the attack ground command gets turned into a command on the unit above the ground attack command
