Dependencies to patch

The remaining dependencies let we need to patch are:

• openssl
• libdeflate

The goal is to patch older htslib and samtools releases.

This is now a package in bioconda-recipes. The openssl dependencies seem to have the following characteristics:

• Some packages have no timestamp field. They presumably get a single openssl version
• Those with a timestamp can have the openssl range set accordingly (need to determine when the pinning was changed, though we can use samtools/htslib to debug this.

It's currently unclear what libdeflate changes need to be made, that may be specific to OSX, since I think there were some .so/.dylib changes on that platform.
