problems setting up new install

I've tried setting up test environments with docker-compose and portainer following the instructions on the papermerge doc site. I even went as far as to spin up a new ubuntu vm incase there was something wrong with the config on my test system. I am presented with the log-in page, but i can not login. It just refreshes and brings me back to the login screen.

I'm probably missing something very simple?
