¿Should the API return all available items, without pagination?

At the moment the API returns all items (entities, photos...) if no page number is given. This could be an issue performance-wise, plus makes the code more complex. ¿Is there any reason to do this?

Maybe I'm overreacting and this is a non-issue. In any case, it's not a priority.
