Add liblzma-devel plugin build dep to support xz to liblzma migration

the error happens during the build of the arrow-parquet plugin. For some reason, core files are rebuilt. I suspect the reason is that previously the xz package that was installed for the plugin had both the runtime lib and development headers, whereas now when the arrow-parquet plugin is installed only liblzma is installed, and not liblzma-devel. The "fix" would probably to have liblzma-devel has a build depedency of all plugins
