Is there an existing issue for this?

I have searched the existing issues

Description of problem

The persona bar has a tokeninput.css that appears to be unused.

Description of solution

We could remove it to improve performance and reduce what we have to maintain.

Description of alternatives considered

We could leave it in place in case 3rd-party extensions may use it.
