[Windows] Layout could not complete exception arise when using CarouselView PeekAreaInsets Property in OnSizeAllocated method

Description

Layout could not complete exception occurs when the CarouselViewAdjustPeekAreaInsets test is executed, particularly when adjusting the PeekAreaInsets in the OnSizeAllocated method of the CarouselView.

Note: While fixing this issue enable the CarouselViewAdjustPeekAreaInsets UItests.

Expected Behavior:

• Sample need to run Without Exception

Actual Behavior:

• App Crashes with Unhandled Exception.
