Stalebot fails to close draft PR after 72 hours #12799

The stalebot is not closing issues/PRs after the configured 72-hour period when labeled with need/author-input. Instead, it repeatedly posts the stale warning message without taking the configured close action.

Example: PR #7513 shows the bot posting multiple warnings on Dec 1, Dec 8, and Dec 15 without closing the PR, despite no author response.
