Doesn't Work on Windows 11 ARM

For some reason the installer doesn't work on Windows 11 ARM it's just giving me an error box with a message saying "Installation failed."

Unless there's missing context, I don't think the fact that Windows is running on ARM is the culprit. This is either caused by some S mode shenanigan or other policies that prevent the installation of custom cursors (or anything else that's installed using a .inf file, at that).
