Baseado nas novas funcionalidades de filtragem das buscas por unidade (department) e por tipo de publicação (Issue #149), permitir que tragam todos os resultados mesmo sem a definição de termos específicos para a busca.

Há interesse de ter o clipping de determinado ato do dia para determinada unidade, independente dos termos de busca.
