Smart home key

Is there any way to implement smart-home behaviour using the key-binding settings?

What I want is the following:

• Press the Home key when the cursor is outside the leading whitespace, or at the start of the line, moves the cursor to the end of the line's leading whitespace
• Pressing Home when the cursor is in or at the end of a line's leading whitespace moves the cursor to the start of the line
