Disabling Discussions

Since these Discussions have been consistently used in ways we asked for them to not be, I will be disabling them.

For developers with proposals, I have created a new "Proposal" issue type in our Jira.

These Discussions were originally created for that exact purpose. We already have a multitude of other ways to ask questions per https://hibernate.org/community/

Discussions started here will be completely ignored and eventually removed.
