Documentation about the maxchans option should be added to the <oper> and <type> tags.

Maybe for completeness sake also add it to the example <oper> tag in opers.example.conf (already has it for <type>, so may as well) and to the comment in src/coremods/core_channel/core_channel.cpp (currently only mentions the <oper> tag).
