How about unifying the CCNP services?

Hi,

Current CCNP has 3 services for quote, event log, and measurement, the SDK communicates with the service by 3 standalone Unix domain sockets, here comes a proposal to unify them together:

This brings some benefits:

1. The communication will be simple, we can keep 1 socket and update protobuf according to the requirements.
2. A common policy can be applied before the service launch.
3. In container measurement, quote, measurement, and event log have some dependencies for each other, if we keep 3 services, the communication will be complex.
