As far as I know, they have supported LSP and documentation about config for Helix https://github.com/rome/tools/blob/main/editors/helix/manual.md so it would be possible for NVim.

but it's missing code_actions and diagnostics.

We have a formatting source here, but nvim-lspconfig has a config for the language server, which (I assume) supports everything. Did you try setting up the language server?

Not sure then, I would investigate why Neovim doesn't support the language server's code actions or diagnostics, then, since from the link you posted about Helix, it does look like they are supported. Adding support for a null-ls formatter was easy, but handling code actions and diagnostics is much more difficult, so if there's already an actual language server, we should definitely prefer that.
