When registering a source, condition should recursively from current file dir to root

Feature description

I notice that when checking for conditions using utils.root_has_file, it only checks in the directory containing the .git folder. It would be better if it checks recursively from the current file's dir (or the pwd) up to the root folder (the same behavior as editorconfig)
