Empty Move Sets for Trainer's Pokemon

Hello,

after randomizing Alpha Sapphire, I noticed that every Pokemon of a Trainer is using struggle all the time. Now if I check the Trainer Editor in pk3ds, I find that every pokemon's attack move is greyed out, does this mean they don't know any move?
How can I bring back the moves to the Trainer Pokemon?

This happened when I randomized XY.

It also unchecked the "hold items" box for a number of trainers.
