Create or load embeddings function

Thoughts on something like this?

...
docs = loader.load()
embeddings = OpenAIEmbeddings()
vectorestore = Chroma.create_or_load_embedding(docs, "index-db", embeddings)

Pros

• During debug / local dev / experimentation you'd just have this one line, it'll create embeddings on your first run and reload persisted ones on future runs
• Saves processing time and cost of accidentally re-running embeddings
• Abstracts logic of checking if you have these docs index already up at the class level

Need someone smarter than me to explain if there's a potential issue here :)
