Safari not playing formats different from H.264/AAC #6

Encountered while testing learningequality/kolibri#7254 (server running on Windows 7 VM, viewed on macOS Mojave client).

From @kollivier:

video problem looks like a codec issue. Safari is more picky about which video codecs it allows, so we need to be re-encoding videos when they don't use H.264/AAC.
