I will edit this post with a more thorough write up when I get to my desktop, which lays out options that have been ruled out given the circumstance and the envelope of our design space.
But just quickly pitching a new idea before the thought gets lost: to preserve compatibility while giving us the largest possible clean slate to work with, one option is to add an exclusively developer-controlled pre-subsystem initialization switch that disables the relative mode functionality entirely, and implement the functionality as completely different code paths to eliminate coupling.
