Would the term "develop" encompass changes and additions? Does software encompass both this software and "other" software? Sorry if this is a noob question but I keep re-reading this section and wonder how this:

If you rely on this license to develop changes, additions, or other software that you make available to others

differs from this:

If you rely on this license to develop software that you make available to others

I would like to remove "changes, additions..." if we can rely on "software" to cover them. I've thought about that in the context of Parity, too.
