Let the user configure which port he wants to get the files served under.

Why ? What's the advantage on that ? Ports < 1024 are disallowed anyway because of Android inherited unix security policies.
I think that will clutter the UI without adding any benefits
or am I missing something ?

Well could be simply that 9999 is blocked... or I know networks which block anything except few things like 80 (which is of course not possible as you said), but some allow 8080 ("http-alt") then.
