Switching Tabs keybind disabled when Sidebar Hidden?

I have CTRL-SHIFT-UP and CTRL-SHIFT-DOWN to switch tabs.

I've noticed I need to have the Sidebery toolbar open for them to activate. Is there a way to let the binds work with it closed?
