Improve Accessibility: Enable TAB Navigation for Theme Toggle and Dropdown

Description

The theme toggle button and the resource dropdown cannot currently be focused using the TAB key.

Expected Behavior

The desired behavior is for the theme toggle button and the resource dropdown to be focusable using the TAB key, allowing users to navigate to them seamlessly via keyboard input.
