Describe the bug
Guacamole workspace service is exposed externally even when the "exposed externally" is not ticked.

Azure TRE release version (e.g. v0.14.0 or main):
main

Deployed Azure TRE components - click the (i) in the UI:

Something similar was happening to shared drive earlier this year. #3885
