If you are in a Azure DevOps YAML pipeline view and click the "About this task" link of the PublishPipelineArtifactV1 task then it will link to something like https://dev.azure.com/org-name/project-name/_apps/hub/upload. Instead it should link to https://learn.microsoft.com/en-us/azure/devops/pipelines/tasks/reference/publish-pipeline-artifact-v1
