Make custody launch and terminate Supervisor #58

So that we only have to remember one command, and so that it's easier to shut Supervisor down, custody should optionally

launch Supervisor when it launches, if it's not already running
terminate Supervisor when it cleanly exits

"if it's not already running" and "cleanly exits" let custody cleanly resume if custody crashes e.g. due to #48.
