Notifications/Emails when subscribing does not work in flarum 1.3.0 but works in 1.3.1 - please upgrade

Hey,

There seems to be a problem with notifications when subscribing to posts that they are not send via email.
It looks like a problem in flarum version 1.3.0 but seems fixed in 1.3.1.
I have testet notifications on the freeflarum forum which runs 1.3.1 and it works on their version.

Could you please bump the Flarum version to 1.3.1?
